How Cyprus Permanent Residence works

Cyprus Permanent Residence by Investment is an accelerated route to permanent status in an EU country. The most common option is the first purchase of a new property from a developer. The right of residence is indefinite, while the residence card is renewed every 10 years.

The application depends on the qualifying investment, source of funds and banking checks. The review should therefore cover the full structure: eligible family members, documented income and the proposed transfer of funds.

The property may also form part of the family’s plans for living, long-term rental, tax residence or succession.

Cyprus is an EU member state but is not currently part of the Schengen Area. Separate entry rules therefore apply to travel in Schengen.

Programme terms in 2026

The minimum investment is €300,000 excluding VAT. Funds are transferred from abroad and their origin must be documented. For residential property, a key rule applies: only new developer properties in their first sale qualify for the accelerated procedure.

Property for Cyprus Permanent Residence

Restrictions to understand in advance

  • Resale residential property does not qualify; only a first sale from a developer does.
  • Employment is prohibited, but you may own a company and receive dividends.
  • The investment must be retained; selling it without replacement can cancel permanent residence.
  • Permanent residence does not replace a Schengen visa. For visa-free Schengen access, compare Cyprus with Greece or Portugal.

Tax residence and non-dom status

Permanent residence and tax residence are different matters: obtaining permanent residence does not automatically make an investor a Cyprus tax resident.

The Cyprus non-dom regime may be relevant to people who do not have a Cyprus domicile and can affect the taxation of dividends and interest. One route to tax residence is the 60-day rule, subject to accommodation, business-connection and other statutory conditions.

Review the tax position before buying

The same property may have different consequences for personal use, rental, resale, reduced VAT and succession planning. Tranio can involve specialist tax advisers where required.

Family in one application

The main applicant must document stable annual income from €50,000. Add €15,000 for a spouse and €10,000 for each dependent child.
