How the Egyptian programme works

Egypt introduced citizenship by investment in 2019 under Law No. 190. The programme is administered by the General Authority for Investment and Free Zones (GAFI). Since October 2024, qualifying property must have an official building permit, and purchases from private developers require an Egyptian bank account.

The programme offers four routes. Three can return the invested capital after the required holding period, while the contribution route is non-refundable. Egyptian citizenship may also establish treaty eligibility for a US E-2 investor visa, although that requires a separate investment in a US business and a separate application.

Applicants should also consider the limitations. Processing typically takes 9–12 months, the passport provides simplified travel to around 70 destinations but not the Schengen Area or the US, and biometrics require a visit to Egypt. A spouse receives citizenship two years after the main applicant.

Investment and fees

The programme offers four investment routes with different thresholds, holding periods and risks. The government fee is US$10,000 for the application, regardless of family size.

The bank deposit is returned in Egyptian pounds at the exchange rate on the repayment date, creating material currency risk. Programme payments must be transferred from abroad in US dollars. A family may also incur government fees for dependants and separate professional fees.

Parents and other relatives are not included. Families who need both spouses to receive citizenship at the same time should consider this delay before choosing the programme

Application process

The process usually takes 9–12 months. Biometrics and the medical examination require one visit to Egypt.

Step 1 — Documents and source of funds

We prepare identity and civil-status documents, police clearance certificates and the required legalisations and translations. In parallel, we document the source of funds using 12 months of bank statements and any supporting evidence.

Step 2 — Application and government fee

We submit the application to GAFI and pay the US$10,000 government fee. Official due diligence begins once the application is registered.

Step 3 — Due diligence

The authorities review the applicant’s identity, criminal history, sanctions exposure and source of funds. This stage normally takes one to three months. Successful applicants receive temporary residence while the citizenship process continues.

Step 4 — Transfer of investment

After approval, the investment is transferred from abroad in US dollars. Under the property route, the applicant completes the purchase and registers ownership in Egypt.

Step 5 – In-person visit to Egypt

The applicant attends an authorised centre for biometrics, a medical examination and the national identity card. Tranio coordinates the appointment in advance.

Step 6 — Passport

The Egyptian passport is issued after the identity card. It is valid for seven years and can be renewed without a new investment. Citizenship is lifelong and can be passed to future children under the applicable rules.

* Caribbean programmes restrict certain nationalities and residence histories. Vanuatu is faster than Egypt but requires a non-refundable contribution and does not provide E-2 treaty eligibility. Yes, provided the property meets the programme rules. It must have an official building permit, and a purchase from a private seller requires an Egyptian bank account. The title and building documents should be checked before the transaction.

No. The investment programme has no language or cultural requirements. This is a fundamental difference from naturalisation on standard grounds.

The investment amount is returned, but the US$10,000 government fee and professional fees are not. A refusal may result from criminal history, sanctions exposure, inaccurate information or an unacceptable source of funds.

No. The property must normally be held for at least five years from the date citizenship is registered. Selling it earlier may affect citizenship unless it is replaced with another qualifying property of equal value.

At least one visit is required for biometrics, the medical examination and the national identity card. The programme does not require permanent residence before or after citizenship is granted.

Parents are not included under the current rules. The standard family application covers a spouse and unmarried children under 21. Eligibility should be confirmed before filing because programme rules can change.
